Many EU countries require ID, and you have to have one when visiting that country, just like locals do. (I had to travel to Spain from the Netherlands when my passport was stuck getting a visa once. So I ended up driving through Belgium and France without a passport, but a driver’s license is considered ID for most purposes in all four countries.)
